No more than any other residential property, although they can take months to close. Even then, your offer could be overturned by a higher bidder. Buyers who make an offer on a court-ordered sale must endure a long approval window. Because the offer has to be signed off by the court, you could lose the opportunity to offer on other attractive properties while you wait. Add to that the fact the home is “as is”, without benefit of legal recourse if problems are discovered later, and court-ordered sales are mostly for the tenacious.
Like any home purchase, the onus is on the buyer to investigate (caveat emptor) before they buy. Unfortunately, a site’s history may not be known to a realtor, and, if they know contamination exists, sellers can be withholding.
